Dr. Cullinan received his Bachelor of Science (B.S.) in Engineering from the United States Military Academy at West Point in 1977. From 1977 to 1981, he served as a U.S. Army Armor Officer, attaining the rank of Captain at Ft. Benning, Georgia.
